Introduction
You are lost.
You don't know how you got here.
Beige carpet and walls surround you.
And at the end of the hall
Is a figure.
Appearance
Body
You squint at the figure, trying to make out their features. They are extremely tall, taller than the average adult SkyWing, and they seem to be moving at a steady pace toward you. You call out, "Hello? Are you lost too?" You take a step forward, then immediately draw back a bit once their face comes into the light. A mask with a smile and a blindfold with cartoon eyes are settled on their face, but even more disturbing, is the fact that a black liquid drips out from under the blindfold. You don't know what it is, but it sure isn't normal. Despite there being a smile on their mask, you can tell they are upset.
As it comes closer, you can see it has an IceWing's arm scales circled by a floating ring of light, jabbing upwards towards their NightWing wings. Similar scales and rings sit upon their back legs. Their spine is lined with a SandWing sail near their head and longer SilkWing spikes near their tail. The spikes stop halfway down their long, thick tail, plated by thick, wavy layers of scales. A TV is set upon the tip of their tail, and as they come closer, pictures of places that shouldn't be familiar and yet are begin to flash as a sad song emits from the speakers. A layer of scales separates their main scales and their staticky underbelly. Curved horns sit upon their head, along with a set of shriveled antenna and a thin ring of light. Their ears are large and swoop downwards as they stop, towering over you.
"You know who I am."
"You shouldn't, but you do."
"You've been here before"
The song emitting from their TV plays a final sad note, then it shuts off.
Coloration
For color palette ideas I was thinking monochrome colors with things like dark blue/green scattered here and there in splotches.
But they also have bright rainbow colors on places like their spine and stuff like someone took multi-colored powder and smothered it all over them

"Come with me," they say with a sigh. Clearly, they don't want to have to do this. As you walk alongside the figure, you get a good look at their coloration. They are mostly white, with black separation scales and grey-black colors to their staticky underbelly. Each of the wavy layered scales are a slightly different shade of white, ranging from white, to a light grey, to a slightly green or slightly blue pale splotch. Scattered over their wavy scales are splotches of dark blue and darker green, and along their spine is a colorful gradient, like someone smothered multi-colored powder along the sides of their sail and spikes. The rings of light are pale yellow, and remind you of the fluorescent lights lighting up the mysterious rooms.
Accessories
Along with getting a good look at their coloration, you get a good look at their mask, blindfold, and a bandana you didn't notice earlier, along with the TV. Their mask and blindfold are both yellow, with the nostrils and eye color being purple. They have small earrings with eyes on them, and they seem to follow you as you look at them. Their bandana is blue with yellow faces, and a large smiley face in the center of the front. The TV is grey and black, and when not showing images, has static on it and mumbles quietly. It has two antenna on it, that wiggle as you walk.
"What's your name, anyways?" You ask, trying to be polite.
"Most do not call me by my name, but it is Cartoon."

You smile, now knowing your savior's name. Their voice is a bit staticky, but not bad. They walk with a slight limp.
